Community Events Board

The MV3 Community Bulletin Board is a list of public service messages that runs on Channel 3 when video segments are not being cablecast. It provides information on City services and programs, along with a listing of community events and services, non-profit fund-raising events, activities, and other noncommercial advertising.

The Community Bulletin Board is a free public service maintained and managed by the City of Moreno Valley.

Message Standards

Keep in mind that all messages are subject to the message board policies and may be edited. Messages begin airing approximately two weeks before the event. Provide the information as early as possible.

Who Can Submit Messages

Entities and groups that can submit messages for the Community Events board include:

  • First priority: 
    Local government, including local law enforcement and agencies funded by local government.
  • Second priority:
    Local educational institutions.
  • Third priority:
    Local non-profit organizations, local service groups, local social and recreational clubs, businesses and for-profit groups when the sponsored event or activity benefits a local humanitarian or non-profit cause.
  • Fourth priority:
    Public agencies outside Moreno Valley that offer information and activities of interest to Moreno Valley viewers. These messages are displayed on the calendar as space permits.

Message Requirements

Messages must be submitted in writing to the City by phone or posted through the online submission form. Additionally:

  • Messages must be submitted at least two weeks before a scheduled event.
  • Messages must be brief (typically 75 words). All messages are subject to editing and condensation.
  • Time -sensitive messages are displayed through the day of the event or specified deadline.
  • Messages with no specific event time or deadline are displayed for as long as space permits, at the Administrator’s discretion.

The MV3 Administrator reviews each message for conformance with eligibility and content guidelines. Messages are also considered by priority, content and other requirements.

Content Restrictions

The following types of messages are considered:

  • Messages from groups other than the City for an event or activity that takes place monthly or less often.
  • Noncommercial messages that serve the public interest, and relate to events and activities open to the public.
  • Notices publicizing public meetings, forums and social functions sponsored by political groups and open to the public provided the names of political candidates and/or members, titles, or descriptions of ballot measures are not publicized.

The following types of messages are not considered:

  • Obscene, inflammatory, or pornographic content.
  • Messages promoting illegal activities.
  • Activities that attempt to defraud viewers or attempt to obtain money by fraudulent pretenses, representations, or promises.
  • Commercial advertising.
  • Messages promoting, endorsing or opposing a political candidate, initiative, referendum, recall, or other election issue.

Preemption

Calendar information is preempted on MV3 for:

  • Critical information in the event of a major disaster or emergency affecting the City.
  • Feature programming sponsored or co-sponsored by the City of Moreno Valley.
