What Is Citizens Academy?
Citizens Academy is a free, 6-week program that gives Moreno Valley residents an exclusive, behind-the-scenes look at how their city government operates.
From police patrols to parks planning, from fire prevention to city finances, participants meet department directors, attend interactive demonstrations, and go on live facility tours — all at no cost. Each session is designed to demystify local government and inspire deeper community involvement.
Graduates of Citizens Academy become informed advocates, neighborhood leaders, and engaged residents who help shape the future of Moreno Valley. Whether you're a longtime local or a newer arrival, there's always more to discover about the city you call home.
Note: Citizens Academy is intended for Moreno Valley residents or those who work within city limits. Priority enrollment is given to City residents. Space is limited each session.
What to Expect
Each week you'll go deep into a different aspect of City government — from ride-alongs and K-9 demonstrations to budget briefings and public works tours.
Inside City Hall
Learn how the City Council makes decisions, how the budget is developed, and what it takes to run a full-service city of over 200,000 residents.

Each session focuses on a different City department. Participants hear directly from staff, take tours, and participate in Q&A discussions.
Week 1 - September 30
Administrative Services
City Manager's Office, City Clerk, City Attorney, Financial & Management Services, and Human Resources
Week 2 - October 7
Public Works
See how roads are maintained, stormwater is managed, and city infrastructure is planned — including a behind-the-scenes yard tour.
Week 3 - October 14
Parks & Community Services
Tour City parks, learn about recreation programs, the Community Garden, senior services, and how the department serves every age group.
Week 4 - October 21
Econimic Development
Week 5 - October 28
Community Development
Discover how building permits, land use, zoning, code enforcement, and economic development shape the city's growth.
Week 6 - November 4
Public Safety & Graduation Ceremony
Learn about Police, Fire, and Emergency Management, followed by the Graduation Ceremony.
Note: The sequence of weekly topics is subject to change to accommodate department schedules and staff availability.
Eligibility & Requirements
- Must be 18 years of age or older at the time the program begins.
- Must be a Moreno Valley resident or business owner.
- Must commit to attending at least 5 of the 6 weekly sessions to receive a graduation certificate.
- Applicants must sign the waiver included as part of the application.
- Sessions are held on Wednesday evenings, 5:00 – 7:00 PM, for 6 consecutive weeks. Attendance is required in person.
- The program is offered at no cost. Graduates are encouraged to stay connected through the Citizens Academy Alumni Network.

Applications are accepted online through the City's “Apply for Citizens Academy” link. Enrollment for each cohort is limited, so we encourage you to apply early. Here's how it works:

Find the Citizens Academy Application
From the dashboard, select Submit Applications, then choose Community Programs and search for Citizens Academy.

Complete the Application Form
Provide your contact information, confirm your residency or business ownership, and answer a short set of interest questions. The application takes approximately 10 minutes.

Submit & Await Confirmation
Submit your completed application online. You will receive an email confirmation. Applications are reviewed on a rolling basis and accepted applicants are notified 2–4 weeks before the cohort start date.
