We have a HEART for helping!
The City of Moreno Valley offers numerous programs to help our neighbors in need. In partnership with local, regional, state and federal agencies, we have cultivated a strong network of resources to assist community members experiencing homelessness and those at risk of becoming homeless. Our main priority is to develop and maintain an effective plan to organize and deliver supportive social services to our homeless population.
City Programs/Resources
Homeless to Work
Our Homeless to Work program is a partnership between the City and the Salvation Army to help preclude and/or reduce homelessness in Moreno Valley. The program helps prepare participants to transition to the active workforce by providing temporary employment while connecting them with resources to help overcome obstacles to their pursuit of gainful employment and permanent housing. Homeless Assistance Program
The Homeless Assistance Program is designed to assist individuals in the navigation of programs and services that can guide them towards housing and stability. For more information, please call The Salvation Army at 951.784.4490.
Rapid Rehousing Program
The Rapid Rehousing Program provides case management services, which includes community outreach and a wide range of homeless and homeless prevention services to low-income residents. The goal of the program is to assist with stable housing and prevent increased homelessness resulting from the impact of COVID-19. Grant Funding
The City of Moreno Valley receives funding from the U.S. Department of Housing and Urban Development (HUD) to perform a wide range of activities aimed at benefiting its low-to-moderate income residents and homeless. Grant Monitoring and Administration

The City of Moreno Valley’s Local Resource Guide contains a list and location maps of organizations which provide services such as homeless shelters, emergency housing, food and clothing assistance, mental health assistance and many other vital resources.

Riverside County 211
2-1-1 provides assistance in connecting people with important community resources and volunteer opportunities in Riverside County. 2-1-1 also provides callers with information about, and referrals to, health and human services for everyday needs and in times of crisis. View website.
Inland SoCal United Way 211
Are you looking for services in the Inland Region? Try searching the online 211+ database. The information covers both Riverside and San Bernardino Counties and can be searched by keyword or agency name. Or, dial 211 to speak to a Community Resource Advisor 24 hours a day 7 days a week. Social Services Continuum of Care
A Continuum of Care (CoC) is a regional or local planning body that coordinates housing funding for homeless families and individuals. The program provides homeless assistance by leveraging funding needed through the HUD Consolidated Application. This provides collaboration between providers of housing and homeless assistance programs and other federal programs. View website.
Point-In-Time Count
The Point-In-Time (PIT) Homeless Count is a one-day street-based and service-based count and survey of Riverside County’s sheltered and unsheltered homeless population, which identifies how many people in Riverside County are homeless. View website.
Riverside County Housing Authority
The Housing Authority of the County of Riverside (HACR) is a public agency chartered by the State of California to administer the development, rehabilitation, or financing of affordable housing programs. The mission of the Housing Authority is to transform and promote healthy, thriving communities, re-ignite hope and restore human dignity through the creation and preservation of high quality and innovative housing and community development programs which enhance the quality of life and revitalize neighborhoods to foster self-sufficiency. California Interagency Council on Homelessness (Cal ICH)
The California Interagency Council on Homelessness (Cal ICH) oversees the implementation of the Housing First guidelines and regulations and identifies resources, benefits, and services to prevent, and end, homelessness in California. View website.

of Public Social Services
The County of Riverside Department of Public Social Services has various resources available to Riverside County residents and visitors. The site is designed to make it easier to access the many programs and services offered by county government and non-profit agencies. View website.

California Statement of Principles
The Statement of Principles was created in partnership with regional stakeholders and the member agencies of the Western Riverside Council of Governments (WRCOG). How YOU Can Help
HELPFUL TIPS:
- Volunteer with one of our many local organizations that assists the homeless
- Make donations to organizations that assist the homeless community
- Treat homeless community members with dignity and respect
- Share our city resources and information when possible
- Do not encourage panhandling by giving money
- Report illegal activity to the authorities
- Call 9-1-1 for emergencies
Public Safety/Quality of Life Resources
The City of Moreno Valley created an internal Homeless Task Force which consists of Community Enhancement and Neighborhood Services, the Riverside County Sheriff’s Department Homeless Outreach Team, and Financial Resources.
The Homeless Task Force mission is to collaborate with our community partners on homeless outreach and services as well as focus on public safety and quality of life for our residents. The Homeless Task Force meets on a continuous basis to share information and discuss available resources.
