2024 Climate Action Plan

The City of Moreno Valley adopted the 2024 Climate Action Plan (CAP) on April 21, 2026. The CAP serves as an evolving roadmap to help Moreno Valley build upon existing efforts to reduce greenhouse gas emissions in line with California's climate goals. The CAP outlines practical, measurable strategies designed to help the City meet the State's goal of reducing greenhouse gas emissions 40 percent below 1990 levels by 2030 and achieve carbon neutrality by 2045. By aligning with the California Environmental Quality Act (CEQA) Guidelines, the CAP also provides CEQA greenhouse gas emissions analysis streamlining for CAP-consistent future projects. It provides a framework that can be implemented, monitored, and updated over time to best serve the community.

Moreno Valley's vision for a healthy, resilient, and economically vibrant future is central to the CAP. With a diverse community and strong workforce, the City aims to create cleaner air, affordable mobility options, and high quality public spaces while supporting a thriving business environment that can adapt to changing market conditions. Climate action is positioned as a catalyst for sustainable economic development, helping attract new industries, technologies, and jobs. Equity and collaboration anchor this vision and underscore the importance that all residents benefit from cleaner technologies, healthier neighborhoods, and a more resilient economy. The CAP emphasizes partnerships with community based organizations, regional agencies, and utilities to advance shared progress toward a healthier, more sustainable Moreno Valley while guiding proactive investments in renewable energy, transportation, building upgrades, and urban greening.

The City now is tasked with leading by example and implementing the CAP measures consistent with the prioritization schedule included in the CAP. Just as important, is the community's role in implementing the climate measures that are directly driven by the choices we make related to mobility, property upgrades, and consumption patterns. Community members play a central role in the successful implementation of climate policies, as many greenhouse gas reduction strategies depend on individual, household, business, and community level actions. While the City establishes policy frameworks, programs, and incentives, achieving greenhouse gas emissions reductions requires community members to adopt low carbon practices such as improving energy efficiency, transitioning to clean energy ar:id electric vehicles, reducing waste, conserving water, and adjusting travel behaviors. Ongoing engagement, education, and partnerships with the community will help build shared ownership of climate goals, increase program uptake, and translate policy commitments into measurable results.
