Welcome to the online departments of the City of Moreno Valley.

Here are the departments and a brief description of what each department provides.

  • Animal Services
    Moreno Valley Animal Services offers a wide range of services, including dog licensing, low-cost spay/neuter programs and vaccination services. Dogs and cats are available for adoption at the animal shelter for a nominal fee.
  • Building and Safety
    Issues permits, provides plan check and inspection services, conducts code enforcement and provides assistance to citizens in complying with jurisdictional and State building codes to ensure the safety of the citizens of Moreno Valley.
  • City Manager's Office
    The City Manager is appointed by the City Council to serve as the City's Chief Administrative Officer. The City Manager's Office coordinates the implementation of Council policies and programs, provides overall direction to departments that administer City programs and services, coordinates intergovernmental relations and legislative advocacy, and administers the City's media relations/public information programs.

    City Manager's Office staff include a City Manager, Assistant City Manager, and one Executive Assistant. City departments and employees are under the immediate supervision of department directors who are appointed by the City Manager.
  • City Attorney
    The City Attorney and his staff act as legal advisors on all legal matters for the City Council and City Manager, City boards and commissions and City staff. They draft and/or review and approve contracts, ordinances, resolutions and other legal documents. They represent the interests of the City government in court and administrative proceedings and prosecute violations of the Municipal Code. The City Attorney's Office represents the City government and therefore cannot provide legal advice to individual members of the public.
  • City Clerk
    Coordinates, assembles and disseminates City Council agenda packets; serves as Clerk to the City Council; records and maintains all City Council actions; prepares and distributes City Council meeting minutes; serves as custodian of official City records and the City seal; facilitates access to such records; coordinates municipal elections; receives nomination papers, campaign statements and all required filings pursuant to the Fair Political Practices Commission; advertises and receives bids and conducts bid openings.
  • Code Enforcement
    Responds to citizen complaints and pro-actively identifies code violations on public and private property to protect the health and safety of the community and to ensure the highest level of voluntary resolution of issues City-wide.
  • Community Development
    Encourages and facilitates growth in the Moreno Valley economy to increase assessed valuation, increase sales tax revenue, and create family-supporting jobs.
  • Economic Development
    The Economic Development (ED) Team facilitates the creation of new jobs, along with the development of quality retail and dining opportunities for the community. New industry and commercial activity work together to make Moreno Valley an outstanding place to live, work, shop, visit, and do business
  • Film Office
    The Moreno Valley Film Office helps you find the perfect location for your needs, with urban, country and scenic backdrops. March Air Reserve Base offers both a special backdrop and a convenient way to transport your materials to your location. The Film Office issues the appropriate permits, and helps coordinate your filming with required City Departments
  • Financial & Management Services Department
    The Financial & Administrative Services Department provides a wide range of support services to other City departments. These services include budget coordination; financial reporting; payroll; billing and accounts receivable; purchasing and central stores; accounts payable; cash management and investing; business licensing and cashiering; technology services including network administration and security, enterprise systems and database administration, geographic information systems, backbone infrastructure and telecommunications; and maintenance service for all City facilities. Additionally, the department provides oversight for the public safety function of animal control services.
  • Fire
    Provides fire protection, inspection and suppression services and coordinates overall operations and management of the Fire Department.
  • Human Resources
    Administers recruitment, selection, retention, training and development and benefits services for City departments and employees. (On-line Job Listings). Also responsible for all payroll operations for the City.
  • Library Services
    Provides a full range of library services to all residents of the City through traditional delivery methods and various computerized venues.
  • Media & Communications
    Serves as the city's media relations/public information office; assists city departments with media/public relations, graphics services and the coordination of special events; manages the operations and video productions of government access cable TV channel MVTV-3; administers the city's cable television franchise agreement and manages content on the city's web site.
  • Parks and Community Services
    Manages and provides maintenance services for City Parks and Facilities, and provides a wide range of recreation activities, programs and services throughout the community.
  • Planning
    Recommends and implements land use policies, processes land use applications and prepares and processes updates and revisions to the General Plan, Municipal Code, Landscape guidelines and Design guidelines. Provides staff support to the Planning Commission, Ecological Protection Advisory Committee, Cultural Preservation Committee, and Project Review Staff Committee.
  • Police
    Provides law enforcement services and coordinates the overall operations of the Police Department including patrol, traffic enforcement, crime prevention, detective unit, and special enforcement.
  • Public Works
    Coordinates and/or provides direct services related to land development/infrastructure, street maintenance, flood control, water quality, solid waste disposal, public utilities, transportation, traffic signals, street and median maintenance, tree trimming, capital project engineering, signing and striping, and graffiti removal.
