Emerging Leaders Council (ELC)

The Emerging Leaders Council (ELC) was established by City Council on April 8, 2014. The purpose of the ELC is to:

  • Identify high school and college students with the desire and potential to become community leaders
  • Educate those students in local and regional government policies and activities
  • Focus their efforts on community service in Moreno Valley.

Mission Statement
The Mission of the Emerging Leaders Council is: “Serving, connecting, and empowering youth and young adults to become future leaders, while making a difference in our community.”

The Emerging Leaders Council consists of 9 members and two alternates.
