MoVal 2040 General Plan Update Project – Public Information Release

In 2021, Moreno Valley adopted the MoVal 2040 General Plan Update, which set a vision for how our City will grow, provide housing, and protect the environment. After adoption, a legal challenge of the environmental document occurred and the project was in the hands of the courts.  In 2024, the court ruled that the City needed to strengthen its analysis of air quality, greenhouse gas emissions, and energy use.

The court, however, did not overturn the City’s housing or zoning plans, which remain valid. The City proceeded to update its environmental studies to make sure the issues identified by the court were more thoroughly addressed.

Since then, City staff and consultants have been working on these targeted updates. The revised General Plan Update and Climate Action Plan keep the City’s housing and land use plans in place while providing a stronger environmental analysis. This ensures Moreno Valley stays on track to meet State housing goals and support our community’s sustainable growth. The General Plan update is expected to return to the Planning Commission and City Council for their action late Fall 2025.


2022 Building Codes

On January 1, 2023, the 2022 California Building Code will become effective for all new permit applications as prescribed with adopted Ordinance No. 991. See 2022 Year-end Submittal Bulletin.
